During the lockdown, Building Development Management and Land Use Management have spent considerable time on the future processes. Yes, it cannot be experienced now but with the Construction Permit Management System in place, it will have a significant improvement in turnaround times.

Commercial Site Development Plans have been prioritised and the turnaround times have steadily improved over the last 18 months.

Land Use Management urges applicants to understand the requirements of a Site Development Plan submission, ensure that the application is complete and meets the qualify criteria before it can be assessed and signed off. Applicants must spend a little more time on ensuring that a quality application is put through which will ensure a quick turnaround time. Building Development Management has optimised their processes for the digitisation using a ‘round-robin’ method. As Building Plan Applications will come through the system, a Chief Plans Examiner (most experienced and knowledgeable) will conduct a pre-scrutiny of the digital application. If the Building Plan Application is complete and correct, then it will be accepted into the system and an invoice will be raised and payment must be made online. Thereafter, the plan can be assessed once the funds have been cleared in COJ’s bank account.

Commercial Plans will be given priority but rest assured that all plans will be monitored through the system to ensure that is assessed within two to three weeks of funds being allocated. The 30 days and 60 days will only be a measure for compliance (plans less than 500 square metres and greater than 500 square metres will no longer be relevant) but the internal targets (timelines) will be much faster. Plans will also be allocated by the system on a round-robin basis dissolving the current teams method.

The new Building Control Officer and Director have been instrumental in the new process development.

Building Plans will no longer need to be circulated to the various Municipal Owned Entities for comments or stamps, as the system will take care of the circulations through workflows within the system. The Municipal Owned Entities will have access to the system and will have to review the plans within an approved Service Level Agreement.
