City of Johannesburg Development Planning department is proud to announce its Construction Permit Management System. The system has been in the making for the last eighteen months just before the pandemic started.
City of Johannesburg participates in the national and subnational doing business programme headed by InvestSA and National Treasury respectively.
The building permitting processes has been optimised and institutionalised into the system. The system is completely online which considers the end-to-end construction permitting process and also makes use of advanced electronic signatures to approved/refuse building plans. The Building Inspectors will be issued with tablets so that they can access the system and also take pictures of inspections. Certificates of Compliance can also be uploaded. The system is therefore paperless and completely digitised.
The new process is using leading practices to be more effective and efficient.
Submission of Site Development Plan(SDP) online
Submission of Building Plans by a Registered Professional. The system will check if the Registered Professional is in good standing with SACAP.
The Chief Plans Examiners will now conduct a pre-scrutiny of the building plan submission online. Only if the plan meets the checklist requirements will it be considered for processing.

System notifications
Plans that require a comment from a Municipal Owned Entity will be done electronically by Building Control (and Land Use Management if it is for a SDP)
Plans will be approved/refused online
Commencement of Building notifications will be done online
Certificates of Compliance will be uploaded online
Occupancy Certificates will be issued online.
